Integrate Internet and other technology systems into library staff training programs. (Internet Packages are already being provided to some schools)
Allocate funds for the piloting of the new language laboratory model in SMUs in Jakarta, Malang, Lombok, Lampung, Ujung Pandang, and Banjar Masin (modification of existing laboratory installations).Appoint a manager/consultant to implement the installation of the pilot language laboratories as soon as possible.Deploy experienced SMU language teachers to develop language/ language laboratory teaching materials during school vacation periods. The materials could be produced on-site at the PPPG-Bahasa.Modify the language laboratory and library technician training courses and structure so as to better address the needs at the regional schools level. They should have a high practical component based upon the specific needs (situations) identified by the participants themselves. The courses should be conducted at the PPPG-Bahasa and commence as soon as possible. Selection of the participants should be based upon the strategic positioning of the school, the applicants "current workplace responsibilities" and aptitude. Preference should be given to schools which are active SANGGAR.Modify the role of the PPPG Bahasa to include the provision of language materials production, language laboratory liaison, technical support, and language training. Call for tenders from professional teaching institutions to develop PPPG staff skills. The PPPG Bahasa should perform the function of a 'Central Language Enquiry and Resource Centre' for all SMUs.Carefully select an SMU language department to perform the role of a local language learning research facility. They should be provided with a special budget sufficient to allow regular visits to institutions such as the British Council, IALF, and other SMUs such as the IKIP Lab School. The responsibility of this facility will be to trial and evaluate new and developing technologies in a "real" learning environment. Funding for small scale piloting projects should be made available upon an acceptable submission.
Modify the language laboratories at the PPPG Bahasa so as to conform to the standards of the new language laboratory model. These laboratories will be used a training facility for SMU teachers in the field.
Each school should nominate an individual (supervisor) who is responsible for the planning, development, maintenance, regular reporting (6 monthly), and all issues associated with the operation of school's language laboratories. The name of this person should be forwarded to the Director of Secondary Education.
A copy of the new model and a letter authorising headteachers to implement (self funded) changes to their existing laboratories should be sent to all schools that currently have language laboratories (including authorisation to sell the glass panels supplied with the existing laboratories). Budgets for spare parts, and post-warranty service must be included in future language laboratory planning. A spare student language recorder player should be supplied with each new installation.Because maintenance budgets are minimal and are usually managed internally within the schools I propose that the following recommendations are seriously considered:
Extend the use of SMU language facilities and laboratories into the community language education sector (after school hours). The teaching of second languages in SMUs could be extended to the broader (paying community) so as to help raise revenue for maintenance (sustainability). Teachers should be encouraged to teach second languages outside school hours using the school's facilities. They should receive financial renumeration at an agreed (higher than normal) rate for their time from the funds raised, and the remainder should be used to subsidise the costs of facilities maintenance. This would also strengthen school/ community links and provide a worthwhile community service.Headteachers and teachers should be authorised and encouraged to persue "pre-approved" (by the Ministry of Education) income deriving activities which can contribute to both the sustainability of the schools and the social conditions of the teachers (a key quality issue).The new language laboratory design is very flexible and could be utilised for small community/ business (fee paying) conferences and meetings (under supervision).
